- Provide metadata (time and spatial details, tags, periodicity etc)
- Add/Edit datasets in approved formats (CSV, Excel, JSON, XML)
- Run automated quality checks before publishing

- Browse and search datasets using keywords
- Apply filters and sort datasets
- Access private datasets and APIs of other departments with permission
- Download public and department-private datasets

Any user registered in the portal but not part of any Department.
An admin can explicitly add them to a Department.
