User Roles and Responsibilities

Role Summary Responsibilities
System Admin The highest privileged user role with access to everything in the system. System Admin is the central authority managing the entire platform.
  • Manage all Departments and Groups
  • Manage all users
  • Manage all datasets
Admin Department-level admin responsible for overseeing assigned department’s datasets, users, and compliance.
  • Manage datasets within the Department
  • Manage users within the Department
  • Approve/Reject access requests to private datasets
Creator Designated officers responsible for submitting datasets of assigned Departments.
  • Provide metadata (time and spatial details, tags, periodicity etc)
  • Add/Edit datasets in approved formats (CSV, Excel, JSON, XML)
  • Run automated quality checks before publishing
Member Authenticated users within a Department.
  • Browse and search datasets using keywords
  • Apply filters and sort datasets
  • Access private datasets and APIs of other departments with permission
  • Download public and department-private datasets
Registered User Any user registered in the portal but not part of any Department. An admin can explicitly add them to a Department.
  • Browse and search datasets
  • Apply filters and sort datasets
  • Download public datasets and access APIs
  • Request access to private datasets
  • Follow a Department (with permission)
Public User Any visitor accessing the portal without login/registration.
  • Browse and search datasets
  • Apply filters and sort datasets
  • Download public datasets and access APIs
  • View metadata of private datasets
